Commissioner Dexter L. McCoy

Commissioner Dexter L. McCoy is a proud product of Fort Bend County, serving Precinct 4 residents on Commissioners Court since January 2023. Commissioner McCoy was raised by his parents in Mission Bend.

Commissioner McCoy began his public service career as an appointee in the Obama Administration, working as an aid to the Secretary of Education. Following his time in Washington, D.C., Commissioner McCoy returned home where he became a district leader in Fort Bend ISD. There he delivered students and families the tools they needed to build stronger, more connected communities. He later served as Chief of Staff to the Fort Bend County Judge where he advanced support for local non-profits and internet access.

A product of Fort Bend County public schools, Commissioner McCoy earned his Bachelor’s degree in Broadcast Journalism and Political Science from Boston University, where he served as Student Body President.

Commissioner McCoy and his wife Chelsea live in Richmond, Texas with their daughter Piper and their goldendoodle Fitz.

Ilene Harper, Ph.D.

Dr. Ilene Harper is the founder and Executive Director of the Family Life and Community Resource Center (FLCRC). She has spent thirty years in the field of education inspiring and motivating students, parents and educators. Dr. Harper received a Ph.D. in Educational Administration from Texas A&M University, two Masters’ Degrees and her undergraduate degree from Louisiana Tech University.

Dr. Harper has led successful K-12 school district initiatives that resulted in national and state awards. Passionately believing in people and getting others to believe in them is her mission. Dr. Harper has presented to thousands at national, state and local conferences. In 2013, she was selected to present at a Congressional Briefing on School Discipline in Washington, DC. Likewise, she has been highlighted as a leader in education in several issues of the national magazine, Educational Leadership. Dr. Harper received a Proclamation from Mayor of the City of Sugar Land for her work on Diversity Education and was selected by the Fort Bend County Judge to serve on Community Engagement Committee. She is the author of the College and Career Preparation Manual, Youth Ambassador Leadership Education program, and numerous training materials.

Dr. Harper is a Silver Star and life member of Alpha Kappa Alpha Sorority, life member of the NAACP Missouri City & Vicinity Branch, a board member with the TW Davis YMCA and advisory council member for Child Advocates of Fort Bend. Dr. Harper is a wife and mother to three beautiful children and three darling grandchildren.
